Succeeding
Cornelius Fudge as the Minister of Magic, former head of the Auror
department Rufus Scrimgeour possesses a bit more of a tough and
authoritative aire. Described as looking somewhat like an old
lion, with a "mane of tawny hair and bushy eyebrows",
as well as yellowish eyes and possessing a "rangy, loping
grace".
While he may seem more authoritative and effective than Fudge,
in truth, Scrimgeour is having little more luck than his predecessor.
Particularly concerned with the 'appearance' of the war and with
public morale, he has resorted to jailing innocent people to make
it appear as though progress is being made. These actions did
not endear him to Harry Potter, whom Scrimgeour attempts to recruit
as a sort of 'poster boy' for the Ministry. He attempts to remain
civil and convincing when turned down flat by Harry, but his anger
and frustration at what he sees as Harry's lack of cooperation
is barely kept in check.

would give everyone a lift to think you were more involved,
Harry,' said Scrimgeour... '"The Chosen One,", you
know... It's all about giving people hope, the feeling that
exciting things are happening...'
'But if I keep running in and out of the Ministry,' said Harry,
still endeavoring to keep his voice friendly, 'won't that seem
as though I approve of what the Ministry's up to?'
'Well,' said Scrimgeour, frowning slightly, 'well, yes, that's
partly why we'd like --'
'No, I don't think that will work,' said Harry pleasantly. 'You
see, I don't like some of the things the Ministry's doing. Locking
up Stan Shunpike, for instance.'
Scrimgeour did not speak for a moment but his expression hardened
instantly."
